This actually is more difficult than it needs to be, and as soon as I can improve this interface I will.  If you want to make a forum discussion thread about your news post, you must link to the catid of the forum category you wish to post under.  This sounds very mysterious and it's a Frequently Asked Question.  There is a chart to make this simpler to understand.
